Description:   Summary report - PCU/BCC/04/01: Institutional review and analysis for the Benguela Current Commission (BCC)

Contracted to: EnAct International
Authors: Cormac Cullinan, Svein Munkejord and Heidi Currie
Completion date: November 2004

Summary: The report concludes that the establishment of a Benguela Current Commission can be justified on several grounds, including the need for an appropriate institutional mechanism to implement the ecosystem approach; to fulfil existing international obligations and undertakings of the three BCLME countries; to develop a better understanding of the BCLME; to improve the management of human impacts on the BCLME; to facilitate regional capacity building; and to increase the benefits derived from shared fish stocks.

file_icons/generic.png Summary BEHP-BAC-Workshop-04-01
Description:   Summary report - BEHP/BAC/WORKSHOP/04/01: Ecosystem Mapping and Biodiversity Consultative Workshop (26 to 27 April 2004)

Contracted to: BENEFIT
Completion date: May 2004

Summary: The meeting, held in Swakopmund, hosted 50 delegates from six countries. Presentations were given on the status of biodiversity and related research and initiatives in each of the three countries of the BCLME. Presentations on related initiatives (the Darwin Initiative, CedMAR and COML) were also given. The need for better definition, specifications and scales emerged as a global problem. The role of the main (mother) project was regarded as the key to success. It was recommended that the South African National Biodiversity Strategy and Action Plan (NBSAP): National Biodiversity Assessment (NBA): Marine Component process be expanded for the BCLME. It was also agreed that the BCLME’s biodiversity programme be reconfigured into four projects and that its main aim should be to consolidate existing data and knowledge.

file_icons/generic.png Summary LMR-CF-03-01
Description:   Summary report - LMR/CF/03/01: Feasibility study into the establishment of a permanent regional fish ageing centre in one of the BCLME countries

Contracted to: BENEFIT
Author: Dr Deon Durholtz (Marine and Coastal Management – Department of Environmental Affairs and Tourism, South Africa)
Completion date: November 2003

Summary: This report documents a study that was aimed at assessing the need for and the feasibility of establishing a centralised fish age determination facility in one of the BCLME countries (Angola, Namibia and South Africa). The investigators were also tasked with making recommendations for terms of reference, structure and location of the facility, as well as evaluating the costs associated with the establishment and operation of the facility. The report identifies, through broad consultation, the age data required by the national fisheries management authorities in each country, as well as the current capacity for age determination in each of the three countries. This information was then used to establish whether or not the current capacity for age determination in each country is sufficient to fulfill the age data requirements in the long-term, and hence whether or not a central age determination facility is required in the BCLME.

file_icons/generic.png Summary LMR-CF-03-04
Description:   Summary report - LMR/CF/03/04: Feasibility study into the application of genetic techniques for determining fish stock identity of transboundary populations in the BCLME region

Contracted to: BENEFIT
Author: Dr Paulette Bloomer (Department of Genetics, University of Pretoria)
Completion date: November 2003

Summary: This report reviews the potential application of genetic techniques for identification of fish stocks. From the literature consulted, interviews with fisheries scientists and responses from local and international geneticists, it is clear that genetic analyses can make a contribution towards the identification of transboundary populations in the BCLME region. Future genetic work should, however, be carefully prioritized and planned. The latter is especially relevant to ensure adequate sampling that would be crucial for obtaining conclusive results. It is also important that fisheries scientists, managers and geneticists work towards the same goal, I.e. to understand and identify stocks using only one working definition of a stock. Several species with potential transboundary populations or with potential separate stocks were identified as priorities for genetic study, although the list provided in the report may not be exhaustive.
